The European Union and the Promise of Democracy: What can Citizenship Education and Civil Society contribute?

NECE – Networking European Citizenship Education – Conference
14-16 November 2013, The Hague (the Netherlands)

This year´s NECE Conference will ask how effective citizens’ participation can help to reshape the European Union called the ‘sick man of Europe’ by a renowned research institute.

We believe, that European citizenship educators are facing at least two major challenges resulting from the developments in recent years. Firstly, Europe’s ongoing economic crisis has engendered a crisis of confidence in the European project and the costs and benefits of further European integration. And secondly, the economic crisis is dividing Europe and may ultimately lead to the break up of the EU. This is where the central questions begin and what will be the focus of this year´s NECE Conference.

With an eye to the elections to the European Parliament in May 2014, NECE 2013 will explore the topics of participation and democratisation of the European Union. Based on these issues, the NECE Conference in The Hague will discuss future scenarios for the EU and possible consequences for citizenship education. And we propose to critically test and reflect European policy campaigns, discourses and projects in the face of crisis.

The conference in The Hague will offer opportunities for a critical debate at four levels:

  1. Scenarios and outlines for the future of the EU
  2. European civil society and the ‘democratic deficit’ of the European Union
  3. The role of citizenship education during the European crisis
  4. Practical approaches and projects of citizenship education

Also, the possibility to actively take part will be provided in numerous workshops and forums.

At the end of the conference, the participants will draw up a public ‘Declaration’ comprising recommendations on the topics of democratisation and participation in the EU.

Open Letter to EU Heads of States and Governments on the future of the Europe for Citizens programme

Europe for CitizensAt a time when citizens are expressing an ever growing distrust in EU Institutions and policies, and in spite of the widely propagated ideas (by the EU Institutions) that the EU has citizens at its heart and that civil society is valued as a crucial partner, the European Council seems to be expressing an opposing view.

The EU supports citizens by co-funding civil society organisations’ general budgets and specific projects through the ‘Europe for Citizens’ programme. These activities and programmes take the form of transnational partnerships, European civil society networks, citizens’ events, town twinning projects, and remembrance initiatives.

However, at the European summit in March 2013, the Heads of State and National Governments demanded a reduction of 23% of the programmes budget over the next seven years.
We find it unacceptable that while the EU celebrates the European Year of Citizens in 2013 (with the lowest ever dedicated budget for a European Year), the Council proposes to deny the ‘Europe for Citizens programme’ almost one quarter of its already extremely small budget.

We ask the Council to reverse the proposed budget reductions to continue to work in partnership with the EU institutions and other stakeholders to pursue the European building process so that it fully meets the expectations of the people of the European Union for a stronger, more cohesive Europe.

Keep Your passenger rights at hand, everywhere

The EU is the first area in the world with a full set of passenger rights for all modes of transport. Especially good to know if you need to get somewhere by plane, coach or boat!

Vacation time is coming up and passengers stranded at airports or awaiting missing luggage may now use a mobile application for free to check their rights immediately and on the spot.

The application, launched by the European Commission, is available on four popular mobile platforms: Apple iPhone and iPad, Google Android, RIM Blackberry and Microsoft Windows Phone 7.

REPERESUnsere Lernmodule “REPERES – Verbinde die Geschichte Europas mit der Geschichte der Europäer” sind nun auch in deutscher Sprache als Download verfügbar.

EUNET working group “Bosnia” successfully applied for project funding

Our working group “Bosnia”, installed during the General Assembly 2012 in Vukovar, successfully applied  for a project funding within the Europe for Citizens programme.

The consortia, consisting of 6 EUNET members and 2 external partners will receive a grant of 69.000€ for the 18 months project “Mehrwert Europa – Mehrwert Frieden” (Added value Europe – Added value peace).

The project will start on the 1st of November 2013. More information will follow.
